My dog is allergic to flea medicines, and have dandruff, what I can do for him? He is 3 years old lab retriever?

Vet had no suggestions other than less than a bathroom, but only bath him 2-3 times a year as it is, he also has long hair and sheds dureing winter, which is constantly and lickindg biteing itself, we find no fleas on him, he poops hair balls, but no plaques or sores, is well educated and well trained for a 3 year old, but I wonder where his nervous habits are, to be played with children who are gental, it is not successful, can someone help my poor dumbledog!?
