My dog barks a lot at strangers. How to correct this behavior?

I have 2 years old, husky / shepherd mix male dog. Every time I take him for a walk, he gets angry whenever he sees someone else. He barks a lot of people at random in the street and tried to break free from the leash, but I have the same. Yesterday scared the crap out of a runner, when he stood on his hind legs and 2 tried to grab the woman who ran. The broker told me I have dangerous dog and the next time let me know if the dog out again. I bought 9 days ago from a shelter in the county. Even when in the car, he would bark at other vehicles. Indoors is very kind, loving and friendly. But when taken out, his whole personality and nature of the changes becomes a vicious circle and angry creature. How to change this behavior?

I have a dog that barks at everyone ..... trying to say "bah" in a deep voice.Also while saying "bah" throw of a string or something that makes noise! even do a walk! keep the chain wherever you take your dog! try to do it consistently for best results!
