Are dogs from different countries understand each other and have the same language?

I do not mean a dog of France have a language different from dogs in Italy or the U.S.? How they communicate? are used as human translators?

Well, the only problems that a dog that is in communication with other countries, human resources would be held by the dog. The real dog's tongue contains no vocabulary at all, it seems to be able to speak very well by the way they speak. As mentioned before real communication problems would be to understand human words have never heard before.
