Is it time to give our dog away?

We have spent a lot of money to try to keep 2 year old lab mix within us the backyard, but has proved to be only a runner. We tried to let it run in our fenced back yard but he jumped on it. We added higher fencing, then teaches them to climb. We anchored around the bottom edge of the plant SUVs (to avoid excavation below), we have put in a chain (broke through two channels), most recently we put in a very thick cable that extends within feet over 40 (for what would to run a large room but still attached), now it's been gone all day. The piece of metal that attached to the cable run is still intact and perfect shape, but the dog gone. He is my 5 year old dog but I'm sick of the break. The dog and $ restriction is running dry. Let me add that what we do every day I was on a leash, or rather, we walk. (Instead, we go) We live in the country.
